The statement from the UK health minister Anne Milton,

Most patients who have been forced to get help from the NHS because their private clinic has refused to support them seem, so far, to be choosing not to have their implants removed.

This will put a lot of women life at stake and it’s a huge stake. If the cancer does occur, you may not notice until it is in later stage which will threaten your life.

The statement from a scientific committee of the European Commission said,

insufficient evidence to warrant a conclusion that women with PIP silicone breast implants have a greater risk to their health than women with breast implants from other manufacturers

As you can see that it is easy for them (the private clinics) to deny or delay the request for the removal of the implants while they did the implants without any complaint at the first place.
